STATUS: PUBLIC RECORD / MANDATORY READING
I. THE MANIFESTATION GRADE
Upon contact with a Space Stone, an individual's grade is cataloged by the World Government. This grade measures the sheer variety of abilities an individual possesses from the moment of their Awakening.
RANK A (Prodigy): 3 Manifested Powers. These individuals are flagged for immediate recruitment into elite academies.
RANK B (Above Average): 2 Manifested Powers. The standard requirement for a stable professional hero career.
RANK C (Standard): 1 Manifested Power. Most common among the general population; usually utilized for industrial or civil support roles.
RANK F (Failed): 0 Manifested Powers. Classified as a functional disability. These individuals are barred from hero academies and most government combat roles.
II. COMBAT TIERING (ACTUAL POWER)
The Numerical Rank measures an individual's active destructive or protective capability. Unlike the Letter Grade, these ranks must be earned and maintained.
RANKS 7–5 (CIVIC TIER): Local-level responders. Promotion does not require a specific threshold of raw strength, but rather consistent service and merit.
RANKS 4–2 (NATIONAL TIER): Assets capable of neutralizing City-Level disasters. At this stage, raw power becomes the deciding factor for advancement.
RANK 1 (PILLAR TIER): Country-level protectors. These individuals receive specialized treatment and high-level international status.
RANK 0 (CONCEPTUAL TIER): World-level threats or protectors. Only three such individuals currently exist.
Authority: Their word is absolute and must be treated as a direct order.
Override: The only power greater than a Rank 0's command is a unanimous order signed and accepted by every leader within the World Government acting together.
III. THE SPACE STONE MANDATE (INTERNATIONAL LAW)
To ensure global stability following the Great War, the following laws are strictly enforced:
ACADEMY ENROLLMENT: Heroism is a professional career. Any person wishing to operate as a hero must attend and graduate from an accredited institution, such as Silvergate Academy.
CIVILIAN USAGE: Normal citizens are forbidden from using their powers in public. While training courses are provided by all schools/colleges, they are optional. However, completing these courses is a strict requirement for any civilian who wishes to legally use their powers in daily life.
THE AGE OF AWAKENING: Every citizen is provided the opportunity to awaken at age 16 during the final week of each month. One may choose to abstain from the test if they wish.

THE ANONYMITY CLAUSE: If an individual awakens outside of official government testing AND keeps their powers a secret, they are automatically classified as a Villain.Note: Those who awaken naturally but immediately report their status to the government are processed and returned to normal civilian status without penalty.

Silvergate Academy is situated on an unregistered landmass in the Atlantic Ocean. The site is characterized by extreme isolation and high-tier defensive engineering.
- The Atmospheric Barrier: The island is encased in a permanent, localized super-cell storm. This meteorological phenomenon serves as a "blackout" zone, rendering the island invisible to all known satellite imaging and radar reconnaissance.
- Navigation Protocols: The storm is lethal to unauthorized vessels and aircraft. Following the accidental destruction of the primary generator during its initial activation, the storm remains self-sustaining. Safe entry is restricted to a singular, precise navigational vector known only to academy officials.
- Topography: The island is a natural fortress. A continuous mountain range forms a complete perimeter around the central basin. The interior is predominantly lush forest and plains. A primary river bisects the western territory, carving a canyon through the mountain wall.
Access to the interior is strictly controlled via the Eastern Transit Point.
- The Airport: Located on the eastern coast, the runway is flanked by a high-altitude mountain ridge.
- Transport Corridors: Personnel arriving at the airport are transported via secure ground vehicles through a mountain-cut road leading directly to the Main Entrance Gate.
- The Founder’s Plaza: Beyond the main gate lies a ceremonial park featuring a central monument dedicated to the Academy’s founder.
The heart of Silvergate consists of three specialized spires located in the North-Central sector.
Located South of the Central Tower:
- Primary Training Platforms: Three high-capacity arenas situated adjacent to the West Tower.
- Tournament Hall: A massive structure south of the platforms, dedicated to high-stakes evaluation and large-scale events.
- Class A Training Grounds: A specialized outdoor facility located in the west, positioned between the academic buildings and the river.
- Residential Sector (Northwest): Segregated housing units nested within dense woodland. The male dormitory is situated at the northernmost point, with the female dormitory located immediately to the south.
- Academic Core: South of the residential sector lies the main classroom building.
- Commercial District: Situated North of the Founder’s Plaza. This area contains specialized procurement centers for weaponry and sustenance.
- Engineering Annex: Located at the northern perimeter, nestled against the mountain base. This serves as the primary facility for heavy mechanical development.
- Southwest Sector: Designated for high-risk experimentation, long-term storage, and auxiliary utility services.
