  [The following file is a selection from the required readings of Casting 104 - Basic Casting Law, a second-semester course at the National Card Academy of Cascadia designed to give cadets a rudimentary understanding of Cascadian Casting Law. This reading was created by the office of the President of Cascadia, and is designed to give a basic overview of the Law Enforcement Agencies of Cascadia. These are the main agencies cadets at the academy will be able to choose from as governmental casters, serving as officers alongside graduates of the regular Federal Academy of Cascadia.   SPECIAL INSTRUCTIONS: Release is to be distributed to all cadets at the National Card Academy of Cascadia, who during their regular course of study would be educated and practice significant amounts of card casting techniques, where that educational experience would result in significant enough qualified experience to render them eligible for a position as a casting officer in a Federal Law Enforcement agency.

  National Card Academy Cadets,

  The Office of the President of Cascadia would like to welcome you to the world of Federal Law Enforcement, and to thank you in advance for choosing to serve Cascadia. Law Enforcement is a difficult career, with a complicated landscape of agencies and jurisdictions involved. While your official service submission of preferred assignment is still several years away, this document is intended to give you a basic overview of the seven most well known agencies available for casting officers to select. It is the hope of the Office of the President that this document - as well as future documents on the other, lesser known law enforcement agencies - will assist the cadets of this academy in making their final service submission down the line, and in their educational journey in the president. We want every Cadet to wear the uniform of their chosen agency with pride on their graduation day, with eagerness and readiness to serve in whatever agency they are assigned to. As a reminder before reviewing each of the agencies, it is possible during your career to switch agencies - either due to federal orders or personal request - such change requires the special dispensation of both agency heads involved, making such switches not guaranteed. There are several years between now and your service submission; use that time to find the paths within Cascadian Service that work the best for you. If you have any questions the Public Outreach Department of the Office of the President is always willing to receive them; The President themself will also be taking questions during their annual Academy Visit in June, when they will also be speaking to all students taking the Basic Casting Law course.

  The Cascadian Card Enforcement Agency

  Of the Federal Level Enforcement Agencies which utilize card casters, the Card Enforcement Agency. (CEA) is the largest and most prominent. The CEA has jurisdiction over all casting crimes within Cascadia. ranging from card based petty theft to national counter-terrorism. They work throughout the nation at all levels of Law Enforcement, partnering with and being involved with agents from every federal and municipal agencies. The Agency has a multitude of special task groups ranging from Illegal Competitive Casting units, Undercover Casting Operations, Corporate Card Crime, and even counter-smuggling card units. The Agency employs several thousand Federal Officers, all of which are expected to be able to conduct a wide variety of enforcement operations. The two most well known units within the CEA are the Undercover and Frontline Units, which both grant as a part of their assignment specialized decks - deception decks and battle decks - reserved exclusively for Federal Officers fulfilling those roles within the CEA. If cards are involved, the CEA has jurisdiction; this agency is a strong choice for any cadets interested in constantly changing multi-disciplinary work, and has an office at the Academy specifically to answer any Cadet questions and to prepare interested Cadets for service.

  The Cascadian City Watch

  While the CEA handles the investigation of the majority of Card Crimes within Cascadia, non-card crimes are largely handled by the City Watch. City Watch is not technically federal service - having jurisdiction over municipal matters - however is eligible for choice by Cadets following their graduation as a preferred assignment. The collective City Watch Units of Cascadia are the second largest form of Law Enforcement within the nation - just behind the Card Enforcement Agency - and are an excellent choice for Cadets who wish to frequently interact with and see the impact of their enforcement on their local community. Every city, town, and community in Cascadia has it’s own City Watch, each of which works independently to handle local level, non-casting crimes. These City Watch units are required to report every crime above a certain prosecutorial level to the Federal Investigative Service in case of potential serial or federal-level offenders, but otherwise handle all portions of their investigations independently within their municipalities. Within the City Watch, Casting Officers are deployed as support units, assisting as necessary non-casting officers in investigation, security, arrest, and detainment duties. Every City Watch agency handles hiring and processing its officers differently, contact your career office if this is an avenue as a cadet you wish to pursue. Casting Officers in the City Watch frequently collaborate with the Card Enforcement Agency officers of their area, with larger cities having dedicated squads or units within their City Watches specifically for casting officers.

  The Cascadian Federal Investigative Services

  In regards to large scale Federal investigation and enforcement actions, the Cascadian Federal Investigative Services (FIS) are viewed as a parallel agency to the Card Enforcement Agency handling all non-casting crimes which occur at a greater jurisdictional level than a single municipality. They majority of their investigations are conducted on serial offenders; murders, assaults, and other such crimes which have happened in multiple municipalities. They additionally have automatic jurisdiction over all kidnapping and ransom cases, as well as all missing person cases which are over 7 days old. Similarly to Casting Officers in the City Watch, Officers within the FIS who are qualified casters serve primarily as support unites - assisting non-casting officers with investigations, arrests, and detainment duty via card-based techniques. These officers can be found on all federal level cases except for those involving anti-governmental criminal activity, which are referred to National Intelligence. Questions regarding this agency can also be addressed to the cadet CEA office, or in-person at the end of year cadet future expo held in congruence with the President’s visit.

  The Cascadian Attorney General Office

  Once a criminal has been detained at any level, it is the role of the Cascadian Attorney General Office to both prosecute and defend these criminals during formal trials. While technically a part of the Judiary and not Card Enforcement, this agency is open to all interested graduates of the National Card Academy in a similar manner to the City Watch. Graduating Cadets of the National Card Academy who complete a degree in law are automatically guaranteed a slot within this agency; Cadets who have not completed a law degree but are interested in the agency can speak to its representatives about its paralegal reserve corp, and the numerous additional support programs designed to assist students in their legal educational endeavors. Alumni of the National Card Academy who work as officers within the agency handle almost exclusively matters of casting law, both prosecuting and defending a variety of card crimes. They are given special dispensation by the Attorney General to carry battle and arrest decks while conducting legal discovery and investigation, and are always looking for more casting officers to join their ranks.

  The Cascadian Archives Special Investigations Unit

  Whereas the Card Enforcement Agency and Federal Investigative Services are some of the largest and most well know law enforcement agencies of Cascadia, the Cascadian Archives Special Investigations Unit is one of the smallest. This select group of less than 50 total casting officers was originally created to investigate crimes against the Cascadian Archives, but has sense grown into one of the best trained historical and cultural resource investigative units in the world. They specialize in the recovery of critical artifacts to the nation and its people, as well as the prosecution of crimes related to those artifacts. The agency is made entirely of specialized casting officers due to its unique multi-disciplinary focus, all of whom are equipped with a variety of card decks designed to handle any relevant investigative scenario. Cadets present at the Academy within the next four years have the unique opportunity to choose to apply for this agency in their official service submission of preferred assignment, as the agency has recently been approved for an expansion to 100 officers by the Cascadian Legislature. Officers of this agency have been responsible for multiple high profile casting crimes in the past few years, including the breakup of a large multi-national card-based forgery ring, the rediscovery of the ancient city of Carackh-han, and the foiling of an attempt to steal the Cascadian Declaration of Independence by misguided treasure hunters. This agency rarely hires new officer - preferring to retain highly trained seasoned veterans of the service along with inter-service transfers, and will be present at the end of year future expo. Due to their experience with the agency the President of Cascadia has announced special commendations for those who elect to choose this agency; questions regarding the agency and the commendations can be asked during the President’s Visit.

  Cascadian National Intelligence

  This agency handles highly classified work, using both internal and international officers and assets. Casting Officers play a critical role in all operations, and have interesting and dynamic careers. The intelligence provided by this agency assists the Cascadian Government in making decisions regarding threats both foreign and domestic; the agency is selective in hiring, and only the best are selected.   Cascadian Military Enforcement

  While regular military casting officer positions are available to any Cadet graduate of the National Card Academy with the relevant coursework and Cascadian Reserve Officer Corp. training, those who are interested can also select training and assignment in specialized MIlitary Card Enforcement units. These units exist for both the investigation and litigation of Military Casting Crimes. Students who wish to select this agency as their preferred assignment must submit an Early Service Selection Form by the end of their third year of study, in order to receive the proper assessment and training. If selected Cadets would complete their Basic Officer Training Course for the branch they are assigned to between their third and fourth years at the National Card Academy, and would begin their fourth year as a duly commissioned officer of the Cascadian Military. Cadets opting for this preferred assignment - if selected - cannot select the branch of the Cascadian military they serve with; all military casting enforcement is conducted by a unified office reporting directly to the Cascadian Military Department, with no difference in duties or service needs between the branches. Cadets can choose whether they prefer Military Police (MP) or Military Litigation via the Legal Advocacy Corp (LAC), though their final assignment will be made based on their performance in aptitude testing, and to meet the present needs of the Cascadian Military. Both sides of military enforcement have duties comparable to their civilian counterparts; officers in the MP serve in a similar role as those in the CEA and FIS, while LAC officers serve in a similar role to the Cascadian Attorney General’s Office. These officers are bound by and enforce the Cascadian Military Code of Conduct and Enforcement, and are considered military officers first - their official duties are secondary to this designation. Interested Cadets are encouraged to contact the Cascadian Military Department directly about any questions, and to get into contact with an active service recruiter.

  These seven agencies and pathways represent the most common and/or well known of the service options available to cadets following graduation from the National Card Academy of Cascadia. The President looks forward to meeting each cadet during their annual visit to the Academy, and to the annual Future Expo held during his visit. They hope this official release helps you in selecting your preferred careers during your Service Selection period, and in your educational journey until then.
